Car barging its way through

Quiet road in Kingsdown towards Deal on a Sunday morning. Cars parked up on the opposite side of the road. Cyclist in front of me. Oncoming car decides not to slow down or give way and just barge its way on through. Cyclist in front of me seen having to swerve slightly slightly to get very close to the hedge to avoid the car.
