Blue hatch using road shoulder as merging lane from junction causes ute to brake hard

Instead of stopping at the marked stop line and waiting for an opportunity to merge safely with traffic travelling in the same direction, the blue hatch turns instead on to the shoulder of the road, using it as a merging lane.

By not adhering to junction road markings, driver causes problems for other road users including cyclists legally allowed to use the road shoulder and driver of the utility the hatch merged in front of, causing the utility driver to brake heavily. Problematic junction.
