Blind Volvo driver pulls out onto roundabout

I saw the Volvo already past the white lines so moved out a little and was glad I did as the driver just pulled out right in front of me forcing me into the next lane. I could have hit the brakes but a lorry was gaining on me from behind and the next lane was empty.
Unusually an officer from West Midlands Police emailed me to say the owner had failed to provide details of the driver and was being taken to court. Didn't hear anything after that.
