Not a close pass, but 'bad driving'. Illegal use of handheld mobile phones while driving is common around here because of the police refusal to act against even the most blatant offenders. It's also difficult to film them because there are almost no stationary traffic queues, and the light has to be 'just right' to prove the offence because of reflections in the vehicle windows. The female driver held the phone to her right ear with her right hand, and the offence was easily spotted so I turned my head to film it. The time she passed me was exactly (could be 1 or 2 seconds out, but this is GPS time) 08:48:40, but she will have been 'on the phone' long before and after that time. The police could demand phone records, but they won't. They never take action.
